Egypt and Libya signed more than 14 economic agreements and memoranda of understanding in the Egyptian capital, Cairo, with an initial value exceeding billions of dollars.
The signing of these agreements came on the sidelines of the visit of the Libyan Prime Minister, Abdel Hamid al-Dabaiba, to Cairo at the head of a large delegation, coinciding with the meetings of the Egyptian-Libyan Joint Higher Committee and holding talks with several Egyptian officials within an official visit.
Prime Minister Mostafa Madbouly confirmed that the Egyptian-Libyan Committee is meeting in Cairo after 12 years of hiatus, pointing to Egypt's full support for all development steps that the Libyan people aspire to and the Egyptian state's participation in all its institutions to implement all projects that meet the aspirations of the Libyan people.
The meetings of the eleventh session of the Egyptian-Libyan Joint Higher Committee resulted in the signing of 14 joint memoranda of understanding between the two sides, in a number of different fields, and 6 executive contracts, in addition to signing the minutes of the joint committee’s meetings, which included a memorandum of understanding between the Central Agency for Organization and Administration in Egypt, and the Ministry of Civil Service of the Libyan government in the areas of administration, public service and civil service, was signed by Dr. Saleh Al-Sheikh, head of the Central Agency for Organization and Administration, on the Egyptian side, and Abdel Fattah Saleh Al-Khouja, Minister of Civil Service, signed by the Libyan side.
A memorandum of understanding was also signed to establish a joint commercial committee between the two governments, as well as a draft memorandum of understanding between the Egyptian Industrial Development Authority and the Libyan Ministry of Industry and Minerals in the field of industrial cooperation. Two memoranda of understanding were also signed between the Egyptian Ministry of Agriculture and Land Reclamation and the Libyan Ministry of Agriculture and Livestock Resources; To cooperate in the agricultural field, and agricultural quarantine. A memorandum of understanding was signed on cooperation in the field of social affairs, as well as a memorandum of understanding in the field of civil aviation security.
Two memoranda of understanding were signed for cooperation in the field of combating marine pollution and its effects, and cooperation in the field of marine search and rescue, as well as a draft memorandum of understanding between the Ministry of Housing, Utilities and Urban Communities in Egypt and the Ministry of Housing and Construction in the State of Libya in the field of housing and construction.
The meetings of the eleventh session of the Egyptian-Libyan Joint Higher Committee resulted in the signing of two memoranda of understanding in the field of youth and sports between the Egyptian Ministry of Youth and Sports and the Libyan Ministries of Sports and Youth, and a memorandum of understanding between the Egyptian Ministry of Petroleum and Mineral Resources and the Ministry of Oil and Gas in the State of Libya. And a memorandum of understanding between the Administrative Centers Development Authority of the Libyan Government of National Unity and the coalition of Egyptian companies (Orascom Construction, Pioneers of Modern Engineering, and Hassan Allam Construction), as well as the signing of a contract between the Libyan Housing and Utilities Projects Authority and the coalition of Egyptian companies itself, regarding the implementation of the C-Ring Road in the city Tripoli.
A contract for the design, supply and installation of the Derna and Milta gas stations project was also signed between the Libyan General Electricity Company, and a consortium of Egyptian companies (Orascom Construction, Pioneers of Modern Engineering, and Engineering), and a consultancy contract was signed for the Melta and Derna gas stations projects, between the Libyan General Electricity Company and a consortium of Egyptian consultants.
A maintenance contract for the "Ajdabiya-Jalo" road was signed between the Libyan Ministry of Transportation, represented by the Libyan Transportation Projects Execution Authority, and a consortium of companies (Orascom Construction, Hassan Allam Construction, and Pioneers of Modern Engineering).
At the end of the closing session, Prime Minister Mostafa Madbouly and Eng. Abdel Hamid Al-Dubaiba signed, the Head of the Libyan National Unity Government on the minutes of the meetings of the eleventh session of the Egyptian-Libyan Joint Higher Committee, which includes the details of the cooperation files that were agreed upon during the meetings of the joint committee, and the proposed timetables for implementation.
