The State of Qatar has ranked second at the level of Arab countries on the Government Electronic and Mobile Services (GEMS) Maturity Index 2020, among 15 Arab countries covered by a report issued recently by the United Nations Economic and Social Commission for Western Asia (ESCWA), as this indicator is a tool that allows assessing the current status of e-government services and their maturity and measuring the extent of progress achieved at the national level in attaining the desired digital progress.
The Electronic and Mobile Government Services Maturity Index aims to measure the extent of maturity of government services provided through electronic portals and smart applications in the Arab countries, and to provide a standard used by decision and policy-makers to clarify some dimensions that many international indicators do not show, by comparing national performance on y-o-y basis. It also allows comparison between different countries in the field of switching to electronic services and comparing the performance of different institutions, based on three basic pillars in the evaluation process, which are measuring service availability and development, measuring service use and satisfaction with it, and measuring service access to its final consumer.
At the level of key performance indicators for countries, the index showed that the Arab region in general should focus on providing appropriate characteristics for the use of e-government services by persons with disabilities, and enabling individuals to provide their views on government services, in addition to increasing the levels of use of these services, especially via mobile.
