The documents reveal urgent discussions within the city council, underscoring the severity of the deficit, which is exacerbated by frequent power outages and widespread service outages. Some areas of Johannesburg faced electricity and water shortages that lasted for up to 11 days, while drilling remained unrepaired for months, posing serious risks to public safety and economic stability.
