“Fitch” revised Qatar's outlook to positive, giving it a credit rating of AA-, indicating that the revision to Qatar's outlook reflects its expectation that its debt-to-GDP ratio will remain in line with or below the average of AA peers.

According to “Fitch”, Qatar's rating at AA- is supported by large net sovereign foreign assets and a resilient fiscal structure. Fitch noted the additional LNG export capacity that will be operated because of the expansion of the North Field, which will boost state revenues. Qatar's AA ratings are supported by large sovereign net foreign assets, one of the highest in the world for GDP per capita, and a resilient public financial structure.

Fitch expects Qatar's general government budget surplus to be around 10 percent of GDP in 2023 compared to 13 percent in 2022, including estimated investment income in QIA's external assets, and about 8 percent without it.
