An economic personality, he was born in Nablus in 1948. He holds a bachelor's degree in commerce (specializing in financial and administrative sciences) and graduated from Cairo in 1971. He owns an institution that works in exchange, and his economic activity includes importing and trading ready-made garments.

He was elected in 1992 as a member of the BOD of the Nablus Chamber of Commerce and Industry and served as its Deputy Chairman until 2011. He was re-elected in 2011 to be the President of the Nablus Chamber of Commerce and Industry. He was also the deputy President of the Federation of Palestinian Chambers of Commerce, Industry & Agriculture for its ninth session 2019 - 2023 and was elected as president of the Chamber. In 2019, he was elected as president of the Federation of Palestinian Chambers of Commerce and Industry.

He is a member of the Civil Society of Nablus Governorate which was formed in 2003. He was also a member of the Steering Committee of the Strategic Plan for the Governorate of Nablus in 2009. Mr. Hashem is also a member of the boards of several local charities, and serves as treasurer of the governing body of the Union of Charitable Associations in the northern West Bank. He is a member of the Founding Committee and a member of the Board of Trustees of the Association of Families of Diar Al-Nabulsiya, which was established in 2011. Since the beginning of 2016 he has been the Rapporteur of the National Institutions and Activities Committee of Nablus.

He previously served on the Board of Directors of the Jordanian Chemical Plant - Beit Jala, and a Bank Manager in Nablus in addition for being a member of BOD of the Northern Electricity Distribution Company based in Nablus.
